(YELLOWKNIFE)  Thursday, May 30, 2019 – The Standing Committee on Rules and Procedures wants your comments on a Draft Code of Conduct for Members of the Legislative Assembly. The Code of Conduct would guide how Members of the Legislative Assembly must act.  
 
The Committee anticipates it will also review and seek comments on Bill 56 An Act to Amend the Legislative Assembly and Executive Council Act, No. 2 which proposes changes to the law to:
 
- provide for enforcement of a Code of Conduct;
- revise the Oath of Office sworn by Members;
- adopt an Oath of Loyalty to be sworn by Members;
- change the Conflict of Interest Commissioner to an Integrity Commissioner;
- give the Integrity Commissioner authority to investigate complaints that an MLA breached the Code of Conduct, or is in a conflict of interest; and
- clarify the conflict of interest regime for Members and former Members of the Legislative Assembly.
 
The Committee will hold the following public hearings:
 
- In Fort Smith at 7 p.m. on Monday. June 17, 2019, at the Northern Life Museum,
- In Inuvik at 7 p.m. on  Tuesday. June 18, 2019, at the Midnight Sun Complex; and
- In Yellowknife at 7 p.m. on Wednesday. June 19, 2019, in Committee Room 'A' of the Legislative Assembly building. 
 
The Draft Code of Conduct, and Bill 56, as well as the You are Standing for Your People: Report on the Review of the Members’ Conduct Guidelines are all available on the Assembly's web site on the Standing Committee on Rules and Procedures page.
The Committee will accept written submissions on the Code of Conduct and Bill 56 until July 17, 2019. Written submissions can be sent to Glen Rutland, Deputy Clerk, House Procedures and Committees at glen_rutland@gov.nt.ca.
