The Standing Committee on Government Operations Seeks Public Input on Carbon Tax Bills
(Yellowknife) July 15, 2019.   The Standing Committee on Government Operations is seeking public input on Bill 42 – An Act to Amend the Petroleum Products Tax Act and Bill 43 – An Act to Amend the Income Tax Act. Together, these Bills propose the legislative changes required for the GNWT’s implementation of the NWT Carbon Tax. 
On June 7, 2019, the Standing Committee announced its intention to postpone its planned community consultations, in the hopes of obtaining further information from the GNWT’s Minister of Finance, the Honourable R.C. McLeod, and the federal Minister of Environment and Climate Change Canada, the Honourable Catherine McKenna, that would allow the Committee to better assess the GNWT’s carbon tax approach as compared with the federal backstop. 
Committee has since received plain language summaries of Bills 42 and 43 from the Department of Finance, and is pleased to make them available to the public on the Legislative Assembly’s website.  Committee also notes that additional information is available on the Department of Finance’s website at:
“We are pleased to have this additional information. However, Committee is still not comfortable that it has a full picture of the impacts of the GNWT’s proposed approach on NWT residents as compared with the federal backstop, that would enable us to adequately answer questions from the public on these Finance-sponsored Bills,” said Committee Chair Kieron Testart. “This concern, and the fact that only one month remains before Committee must report to the Legislative Assembly on its review of Bills 42 and 43, has required Committee to make the difficult decision to curtail its travel schedule.”
Committee has opted, instead, to reach out to NWT residents to request written submissions on the Bills, and to invite input at a public hearing on August 1, 2019, at 7:00 p.m. in Committee Room ‘A’ of the Legislative Assembly.
The Committee will accept written submissions on Bills 42 and 43 until midnight, August 1, 2019.  To submit your comments or for further information, please contact:
